How Utah handles work zones

Utah wraps the flagger duty and the double fine into one statute (Utah Code 41-6a-209). The posted work-zone limit stands whenever the signs are up, but the court only doubles your fine when workers are actually present in the construction or maintenance zone and the doubled-fine signs are posted. No crew, standard speeding fine. Obey the flagger directing traffic as you would an officer. Utah bans texting and manipulating a handheld statewide, with no extra work-zone phone rule.

Speed, fines, phone, and the flagger

• Speed rule: The posted work-zone limit applies whenever the signs are up (41-6a-601). The double fine only kicks in where workers are present in the construction or maintenance site and the doubled-fine signs are posted (41-6a-209). Workers-present trigger for the enhancement.
• Fine multiplier: At least double when workers are present. A court must impose a fine of at least twice the standard amount for a speeding violation in a highway construction or maintenance zone where workers are present and the doubled-fine warning is posted (Utah Code 41-6a-209). No workers, standard fine.
• Phone in a work zone: Covered by the general handheld rule
• Flagger authority: You must obey a peace officer or other person authorized to direct traffic, which includes a work-zone flagger, under Utah Code 41-6a-209. That same section carries both the flagger duty and the workers-present double fine.
• Base fine: A standard speeding fine off Utah's Uniform Fine Schedule (roughly $120 to $270 depending on how far over), doubled when workers are present.
