Hawaii Weigh Stations & Ag Inspection
Hawaii runs no interstate scale network. The state works commercial trucks over 10,000 lb GVW with portable scales and roadside checkpoints, often on harbor and quarry routes, so open hours do not apply and you stop when an officer or temporary sign directs. The real chokepoint is agriculture. HDOA Plant Quarantine inspects incoming cargo, mail, and baggage at every harbor and airport under HRS Chapter 150A. No PrePass or Drivewyze exists here.

Stations, bypass, and inspection
- Who must stop: Over a weight threshold
- Where the stations are: No interstate weigh-station network. The state uses portable and static scales and roadside checkpoints, concentrated on harbor and quarry haul routes on Oahu and the neighbor islands. Enforcement runs on planned (sometimes unannounced) truck-check days rather than fixed open hours. Harbor container scales gate overweight loads before they ever reach public roads.
- Bypass: Not offered. Hawaii has no PrePass or Drivewyze weigh-station coverage and no fixed open/closed scales to bypass. You comply when a checkpoint, static scale, or officer flags you, not on a green-light reading.
- Ag / border inspection: HDOA Plant Quarantine inspects all incoming cargo, mail, and passenger baggage at every harbor and airport under HRS Chapter 150A. This is import screening at the port of entry, not a roadside weigh-style stop, and it reaches interisland movement too. Prohibited or uninspected plant and animal material is held, treated, or destroyed.
- Fine for passing an open station: Overweight and failure-to-stop penalties fall under state weight-enforcement law (HRS Chapter 291, sections 291-33 to 291-36) and county traffic codes; amounts vary and are set by citation. Separately, moving prohibited or uninspected agricultural material through a harbor or airport violates HRS Chapter 150A and carries quarantine penalties plus seizure or destruction of the cargo.
