New York Truck Bans & Hazmat Routes
On paper and on the sign, New York's downstate parkways read 'No Commercial Vehicles,' not 'No Trucks.' The ban keys on your commercial plate, so a lettered van is as illegal as a tractor. NYSDOT posts arches as low as 6'11", and box trucks shear their roofs on the Southern State every year. A car GPS routes you straight into them. State fines run up to $700; NYC parkways ticket at $138.

Key restrictions
- Southern State and Hutchinson stone arches run as low as 6'11" (per NYSDOT) to about 7'7" at the Eagle Ave bridge; a 12-14 ft box truck is a guaranteed strike.
- Commercial plates alone bar you from every parkway. Weight and fit do not matter.
- Holland and Lincoln tunnels: no propane, no flammable/hazardous cargo. Use the GWB.
- NYC parkway ticket is $138 with no points; a bridge hit is on you.
- Parkway / road ban: The entire downstate parkway system is cars-only: Southern State, Northern State, Belt (Shore Parkway), Meadowbrook, Wantagh, Sagtikos, Sunken Meadow, Grand Central, Cross Island, Interborough (Jackie Robinson), Bronx River, Hutchinson River, Sprain Brook, Taconic State, Saw Mill River, Henry Hudson, Mosholu, and Pelham, plus the Palisades Interstate and Bear Mountain parkways. The ban keys on commercial registration, not weight, so even a small commercial van is illegal.
- Hazmat: Crossing the Hudson, the Holland and Lincoln tunnels ban propane and flammable/hazardous cargo (PANYNJ). Placarded hazmat uses the George Washington Bridge, with class-specific limits. Alt-fuel (LPG/CNG/LNG) trucks may use the GWB lower level and the tunnels only with a compliant dedicated or properly converted fuel system.
- Through-truck routes: NYC DOT runs a mapped Truck Route Network split into Local and Through routes. A through truck with no pickup or delivery in the area must stay on the network; a local truck may leave it only for the most direct path to its stop. Both are ticket-enforced.
- Fine: State parkways under VTL §1800 (amended eff. Sept 3, 2020): first conviction up to $250 for GVWR under 10,000 lb, up to $350 for 10,000-26,000 lb, up to $700 above that, plus up to 15 days. NYC parkways (Rule 4-14(a)(2)): $138, no points. Strike a bridge and you pay for the damage.
