Delaware Studded Tire Law

Delaware lets you run metal studs October 15 to April 15 on any vehicle, no weight cap, so your rig is fine in season (21 Del. C. § 4302). Off-season, studs and any non-rubber protuberance on the tread are illegal, and § 4315 sets a first-offense fine of $25 to $115. Chains are legal whenever snow or ice makes them necessary. No M+S or 3PMSF winter-tire mandate here, but studs still aren't chains, so a studded tire won't cover you if conditions call for chaining up.

Season: October 15 to April 15 (21 Del. C. § 4302). Outside that window, studs and any non-rubber protuberance on the tread are illegal.
No M+S or 3PMSF winter-tire mandate. Chains of reasonable proportions are legal when snow, ice, or other conditions tend to cause sliding, but studs are not chains and won't satisfy a chain order (see the Delaware chain-law page). The statute sets no stud-projection figure. Truck note: no weight cap, studs legal for trucks in season.
