Delaware Studded Tire Law

Delaware lets you run metal studs October 15 to April 15 on any vehicle, no weight cap, so your rig is fine in season (21 Del. C. § 4302). Off-season, studs and any non-rubber protuberance on the tread are illegal, and § 4315 sets a first-offense fine of $25 to $115. Chains are legal whenever snow or ice makes them necessary. No M+S or 3PMSF winter-tire mandate here, but studs still aren't chains, so a studded tire won't cover you if conditions call for chaining up.
