Limits, truck parking, and HOS rest

- Welcome centers and rest areas are spread thin across the long I-80 and I-15 hauls; spaces at Fernley, Winnemucca, and the I-15 stops fill overnight. Check NVRoads / Nevada 511 for closures. Loading or unloading cargo at a rest area is prohibited (NAC 408.615).
- hosException: not addressed - NAC 408.595 doesn't cite federal HOS, but 18 hours in two weeks easily covers a reset. Welcome centers follow the same rule; weigh stations are not overnight parking. Dual lens: statute and posted signs align; the commercial cargo-handling ban (NAC 408.615) is the part actually enforced against trucks.
