Arizona makes you move over or slow down for any stopped vehicle flashing lights, including a broken-down car with its hazards on (ARS § 28-775). On a four-lane road, get out of the lane next to it when you safely can; otherwise slow down. A first ticket is $275, rising to $500 and $1,000 for repeats within five years.
