New York Truck Idling Law
New York holds heavy trucks (over 8,500 pounds) to 5 consecutive minutes statewide (6 NYCRR 217-3). New York City is much tighter at 3 minutes, or 1 minute next to a school, and the city pays residents a bounty for reporting idling trucks and buses. APUs running non-propulsion loads are an accepted way to comply.

- Maintenance
- Auxiliary power or PTO
- Hybrid battery charging
- Cold weather: motionless 2+ hours while continuously below 25F (anti-gelling)
- Emergencies
APUs and idle-reduction gear
Auxiliary-power and maintenance idling is exempt, so APUs are fine. Idle-reduction tech earns a 400-pound weight allowance.
City and county ordinances
- New York City: 3 minutes, 1 minute next to a school. The Citizens Air Complaint Program pays a bounty for reporting idling trucks.
