Illinois Truck Emissions & Clean-Truck Rules
Illinois is the rare state with a real heavy-truck emissions program. Diesel trucks registered for over 16,000 lb, two model years or older, in Chicago-area and Metro-East counties must pass an annual diesel emission inspection (625 ILCS 5/13-109.1; 92 Ill. Adm. Code 460). Skip it and the truck goes out of service, then $1,000 to run it anyway. This binds Illinois-plated rigs. An out-of-state truck isn't enrolled, but State Police can spot-test a smoking stack.
