When, where, and what counts
- When required: Winter storms only. PennDOT posts tiered Winter Event Vehicle Restrictions (Tiers 1-5) on message boards and 511PA. The chain or approved-ATD duty is live only while a Tier 2 or Tier 3 restriction is posted on your road. It lifts when the tier drops.
- Where: Interstates and expressways (limited-access highways) statewide, wherever the active tier is posted. Named event by event, this hits corridors like I-80, I-81, I-70, I-78, I-79, and the I-76/I-276 Turnpike.
- Applies to: Set by tier. Tier 1 hits empty or lightly loaded rigs, box trucks, RVs, passenger vehicles towing trailers, motorcycles, and buses that lack chains or an ATD. Tier 2 adds loaded tractor-trailers and bans buses outright. Tier 3 allows only loaded single trailers carrying chains or an ATD. Tier 4 bans all CMVs. Tier 5 bans every vehicle except emergency responders.
- Chains vs traction devices: PennDOT accepts approved Alternate Traction Devices (ATDs) alongside chains to let a permitted CMV proceed at Tier 2 and Tier 3. Only full chains or cables count. Emergency dig-out chains do not qualify. At Tier 4 and above, no device lets a CMV proceed.
- Check the live order: 511PA.com (Vehicle Restrictions layer) or dial 511 for the active tier on your route before and during the storm.
- Fine: Not a fixed figure. Driving a restricted vehicle during an active tier is a summary traffic violation under the PA Vehicle Code, and you can be turned back or barred from the restricted roadway. No published chain-law dollar amount.
