Generative AI produces realistic-looking documents, while agentic AI can impersonate employees and execute transactions autonomously. At TQL, that translates to a spike in falsified shipment documents, altered insurance certificates, manipulated driver's licenses and edited images of equipment and cargo. "These aren't one-off attempts. They're coordinated, continuous and constantly adapting," Mitsui said. The shift represents a departure from traditional cargo theft. Modern fraud exploits identity verification gaps and industry reliance on relationship-based trust, allowing criminals to move freight under false pretenses at scale. Ben Barnes, chief information officer for McLeod Software, noted that AI tools have lowered the technical barrier for entry, enabling actors without sophisticated skills to execute complex schemes quickly. Verisk CargoNet's first-quarter 2026 analysis confirmed impersonation-based theft is now a systematic and scalable method.
